Everyone caring for someone needs a break, and needing one does not make you any less devoted. Free respite exists in Mississippi precisely so you can take it.

The National Family Caregiver Support Program (NFCSP), funded by Title III-E of the Older Americans Act, flows through Mississippi's Area Agencies on Aging. Services include in-home respite, adult day vouchers, caregiver training, and counseling, with no income test for respite services. What If Neither Program Fits Your Family?

This is the situation families are most afraid to name: the person you care for earns a little too much for Medicaid, and never served in the military. You still have real options, and you are not out of moves.

Start with NFCSP. Its respite, training, and counseling carry no income test, and its supplemental services can help on a limited basis with things like consumable supplies or home modifications, set at the state and agency level. Many families in this position also set up a private personal-care agreement, a written contract in which the person receiving care pays a family member a fair-market wage for the hours they provide. Done correctly, it documents the work for tax purposes and can matter later if the person ever needs to apply for Medicaid. Because the details affect both taxes and any future Medicaid look-back, review any such arrangement with an elder-law attorney or a tax preparer before you sign.

What VA Benefits Pay Caregivers in Mississippi?

If the person you care for served, this is often the most generous door of all, and in Mississippi it is worth checking before you assume Medicaid is the only path. Veterans enrolled in VA health care have access to caregiver support programs that are separate from Medicaid.

VA Program of Comprehensive Assistance for Family Caregivers (PCAFC)

The PCAFC pays a monthly stipend to the Primary Family Caregiver of an eligible veteran. It is federal tax-free and allows paid spouses. To qualify, the veteran needs a VA disability rating of 70 percent or higher, a need for in-person personal care, and enrollment in VA health care, and Primary Family Caregivers also receive at least 30 days of respite care per year.4

The amount starts from the federal GS-4, Step 1 annual rate for the veteran's locality, divided by 12. That monthly rate is then multiplied by a factor, and 38 CFR 71.40(c)(4)(i) sets four of them, not one:4

• Current program (the veteran meets 38 CFR 71.20(a)): the factor is 0.625, or 1.00 if VA determines the veteran is unable to self-sustain in the community.4
• Legacy participant or legacy applicant (38 CFR 71.20(b) or (c)): the factor comes instead from the sum of the veteran's 2019 clinical ratings, 1.00 for a sum of 21 or higher, 0.625 for 13 to 20, and 0.25 for 1 to 12. No self-sustain determination is needed on this route.4

A veteran who meets both the current and the legacy criteria is paid whichever amount is higher. So a legacy household whose 2019 ratings summed to 21 or higher reaches the full 1.00 factor on that rating sum alone, and a family told the self-sustain finding is the only route there is underestimating by roughly 1.6 times. A legacy participant's stipend also cannot fall below what the caregiver was eligible to receive the day before October 1, 2020, so long as the veteran stays at the address on record. The legacy schedule runs eight years from October 1, 2020, so it lapses October 1, 2028.4

VA Aid and Attendance Pension

Wartime veterans and surviving spouses who meet the functional criteria and have countable assets and income under the net-worth limit ($163,699 in 2026) may receive the Aid and Attendance pension. The VA sets these as maximum annual rates: a single veteran with Aid and Attendance receives up to $29,093 a year; a veteran with one dependent up to $34,488 a year. A monthly payment is the yearly award divided by 12. The pension goes to the veteran, who typically pays a family caregiver from it.6

In Mississippi, you do not file these claims alone. Mississippi Veterans Affairs has trained Service Officers across the state who assist veterans and their families in finding and applying for benefits under federal, state, and local laws, including VA pension, and all of their services are free of charge. IRS Notice 2014-7

If you live in the same home as the person you care for and are paid through a Medicaid program, your wages may be excluded from federal gross income under IRS Notice 2014-7, which treats qualified Medicaid waiver payments as difficulty-of-care payments excludable under Internal Revenue Code section 131. The exclusion applies only when the caregiver and care recipient share the same home as the caregiver's primary residence; it does not apply if the caregiver keeps a separate home where they regularly reside.7 Talk to a tax preparer familiar with the rule before filing.

Mississippi State Income Tax
