Florida disabled veteran benefits by VA rating climb in steps: a free lifetime park pass at any rating, free hunting and fishing licenses at 50%, and a free disabled veteran (DV) plate at 100%.,, A 100% rating that VA has found total and permanent (P&T) is the key to the no-fee driver license and to the Scholarships for Children and Spouses of Deceased or Disabled Veterans (CSDDV) for a spouse or child.,

Of these three, the park pass sets no percentage at all: section 258.0145 covers honorably discharged veterans with service-connected disabilities. For how other states line up, see our national guide to state benefits by VA rating.

Any Service-Connected Rating: Park Pass and Hiring Preference

The lifetime family state park pass

Under section 258.0145, Florida Statutes, the Division of Recreation and Parks must give "honorably discharged veterans who have service-connected disabilities" lifetime family annual entrance passes at no charge, on written documentation the division finds satisfactory. The section sets no rating threshold.

Florida State Parks, which runs the pass program, and the U.S. Army's Florida benefits page both spell out how the pass works in practice:

Preference for state and local government jobs

Section 295.07 requires the state and its political subdivisions to give preference in appointment and retention to a veteran who served on active duty, received an honorable discharge, and has "established the present existence of a service-connected disability that is compensable under public laws administered by" the U.S. Department of Veterans Affairs. The preference also covers a veteran receiving compensation, disability retirement benefits or pension under VA and Department of Defense laws.

The Florida Department of Veterans' Affairs (FDVA) says veterans must have been honorably discharged, as shown on the DD214, to be eligible for preference. If you think a public employer denied you preference, FDVA's veterans' preference page says the complaint goes to FDVA within 60 days of the date you received the non-select notice.

Half-Price Camping: A Permit That Names No VA Rating

The park pass doesn't cover camping, but a separate permit can. Under section 258.016, Florida Statutes, the Division of Recreation and Parks can issue a free senior/disabled citizen camping permit to Florida citizens who are 65 or older, or who hold a current Social Security disability award certificate or a 100 percent disability award certificate from the Federal Government. The permit gives the person named and one companion 50% off current base campsite fees. Neither the statute nor the Division's rule names a VA rating, so ask the park whether your VA letter counts before you book.

Florida Disabled Veteran Benefits If Your Rating Falls Between Tiers

None of the Florida benefits in this guide starts at a rating between 10% and 40%, or between 60% and 90%.,,

If your conditions have gotten worse since your last rating decision, our guide to asking VA for a disability increase explains how a higher rating is requested.

50 Percent and Up: Free Hunting and Fishing Licenses

Under section 379.353(1), Florida Statutes, the Florida Fish and Wildlife Conservation Commission (FWC) must issue hunting, freshwater fishing and saltwater fishing licenses and permits without a fee to a Florida resident who is an honorably discharged disabled veteran certified by VA, or by any branch of the Armed Forces, "as having a service-connected disability percentage rating of 50 percent or greater." You get the license on proof of that certification.

The 50% route took effect July 1, 2024. A license issued on it expires after 5 years and is reissued on request every 5 years after that.

An older route in the same subsection still runs alongside it: a resident whom VA or any branch of the Armed Forces has determined to be totally and permanently disabled, or who holds an FDVA identification card issued under section 295.17, also gets these licenses free, and they also expire after 5 years.

100 Percent: The Florida DV License Plate

Section 320.084 has the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) issue one free disabled veteran (DV) license plate, for a vehicle the veteran owns or leases, to an honorably discharged disabled veteran who has lived in Florida continuously for the preceding 5 years or has established a Florida domicile as the statute provides. The veteran qualifies on proof of one of three things:

So a veteran with a VA-funded vehicle can get the DV plate without a 100% rating.

What the free DV plate doesn't cover

The plate is free, but not every registration cost is. Section 320.084 still charges the section 320.04 service charge on each initial application or renewal of registration, plus 50 cents on each license plate and validation sticker.

FLHSMV's procedure RS-17 says the first DV plate is tax free and not subject to the annual use tax, but lists four fees that still apply to it: reflectorization, decal on demand, a service fee, and a branch fee if you apply through a county tax collector office or license plate agency. RS-17 doesn't give dollar amounts, so ask your county tax collector for the total before you go.

A veteran who picks a military plate or a specialty plate embossed with "DV" instead pays that plate's applicable fees, apart from the fees the statute otherwise waives.

RS-17 says only one tax-free DV or DV wheelchair plate goes to each veteran with a 100% service-connected disability; additional DV plates carry the regular registration tax and fees. The first plate is replaced every 10 years without the advance replacement fee, and it must be issued in the veteran's name as owner, co-owner or lessee.

The DV wheelchair plate

Under section 320.0842, a veteran eligible for the DV plate can get a free plate with the international symbol of accessibility in place of "DV," instead of or in exchange for the DV plate, on proof that a service-connected disability means they permanently use a wheelchair or that they qualify for a section 320.0848 disabled parking permit. This plate carries all the privileges of that permit, and on request FLHSMV issues a front plate showing only the symbol. RS-17 requires Form HSMV 83007, and a military or specialty plate chosen instead can't carry the symbol.

100 Percent Permanent and Total: Driver License and CSDDV

Two Florida benefits need a 100% rating that VA has found total and permanent.,

Under 38 CFR 3.340, federal VA regulation treats a total disability as permanent "when such impairment is reasonably certain to continue throughout the life of the disabled person." The same regulation says "Total disability may or may not be permanent," so a 100% rating on its own doesn't meet a Florida rule that asks for total and permanent.

No-fee driver license or ID card

Section 322.21(7), Florida Statutes exempts from all driver license fees an honorably discharged veteran who is qualified to get a Florida driver license and whom VA has determined "to have a 100-percent total and permanent service-connected disability rating for compensation." The statute also lists a valid identification card issued by FDVA under section 295.17, and a 100% total and permanent rating with disability retirement pay from any branch.

FLHSMV says the exemption covers a no-fee driver license, with endorsements, or an ID card, and a no-fee Veteran designation on either.

The FDVA veteran ID card

Under section 295.17, Florida Statutes, FDVA may issue an identification card, on the veteran's written request, to a Florida permanent resident whom VA has rated 100% service-connected permanent and total for compensation, or who has a 100% total and permanent rating and receives military disability retirement pay. The card can be used as proof of eligibility for any state-law benefit for 100% permanently and totally disabled veterans, except the property tax exemptions in sections 196.081, 196.091 and 196.24.

For application information, the U.S. Army's Florida benefits page says to call FDVA at 727-319-7440.

CSDDV: state-funded education for a spouse or child

Florida's Scholarships for Children and Spouses of Deceased or Disabled Veterans (CSDDV), set out in section 295.01, provides educational opportunity at state expense for the dependent child or spouse of a servicemember whom VA has determined to have "a service-connected 100-percent total and permanent disability rating for compensation." The statute also lists a 100% total and permanent rating with military disability retirement pay, and a Florida veteran identification card issued under section 295.17.

FDVA's CSDDV page says FDVA certifies the veteran's eligibility, and the Florida Department of Education's Office of Student Financial Assistance determines the student's award. CSDDV documents must be uploaded to FDVA before April 1 of the academic year the student is applying for. Each CSDDV child or spouse must also meet a Florida residency or DEERS home-of-record test that section 295.01 sets.

If You Receive TDIU

Individual Unemployability (TDIU) can let a veteran whose rating is below 100% be paid at the same level as a veteran rated 100%. VA says that if you're eligible, "the amount of your monthly compensation payment will change, but your disability rating will stay the same." The usual thresholds under 38 CFR 4.16(a) are one service-connected disability rated 60% or more, or two or more with at least one rated 40% or more and a combined rating of 70% or more. Under 4.16(b), VA can also consider veterans below those thresholds.

No Florida rule in this guide names TDIU, which leaves two practical points:,,

Our TDIU guide covers the federal benefit itself, and the national guide to state benefits by VA rating compares how other states treat TDIU.

Spouses, Children and After a Death

Several benefits reach the family, and one ends at the veteran's death.

What to Bring to Prove Your VA Rating in Florida

Most of these Florida benefits start with proof of the rating. VA's Benefit Summary Letter, which VA.gov says is sometimes called a VA award letter, is one of the letters VA offers veterans to prove their status for benefits that require one. You download it from VA.gov after signing in with an identity-verified account. State guides to VA.gov letters say you pick the letter's sections before downloading; include permanent and total standing, which shows whether VA considers you totally and permanently disabled and since when.

Each Florida agency names its own proof and its own place to apply, so check this list before you go:,

Where to Get Free Help in Florida

FDVA has State Veterans' Service Officers at the VA Regional Office, each VA Medical Center and many VA outpatient clinics, and FDVA says their help with claims is free and covers all state and federal veterans' programs. A County Veteran Service Office can also help without charge; Florida law lets each county decide whether to employ a county veteran service officer, so check FDVA's directory for your county.

Frequently Asked Questions

Do 100% disabled veterans get free car registration in Florida?

Not entirely. Section 320.084 makes one DV plate free at a 100% service-connected rating for compensation, but a service charge, per-plate and sticker charges, and fees FLHSMV lists still apply, as What the free DV plate doesn't cover explains.,

Does TDIU count as 100% for Florida state benefits?

Florida's rules don't say. The DV plate, no-fee driver license and CSDDV rules name a 100% rating and don't mention TDIU, so ask FLHSMV or FDVA first; If You Receive TDIU has the details.,,

Do 100% disabled veterans ride Florida toll roads free?

Not because of the rating. Florida's disability toll exemption, section 338.155(3), covers a licensed driver in a specially equipped vehicle who is certified by a physician or VA's Adjudication Office as severely physically disabled with permanent upper-limb impairments that substantially impair depositing coins in toll baskets; the Florida Department of Transportation issues a window sticker. House Bill 445 (2025), which would have exempted veterans rated 100% from tolls, died in a House subcommittee on June 16, 2025.

Do I have to live in Florida to get these disabled veteran benefits?

For most of them, yes. Florida's free hunting and fishing licenses go to a Florida resident, the free DV plate needs 5 years of continuous Florida residence or a Florida domicile the statute allows, the no-fee driver license needs a veteran qualified to get a Florida license, and each CSDDV student must meet a Florida residency or DEERS home-of-record test.,,,

My father is rated 100% but not permanent. Can I use CSDDV?

Not on that rating, because section 295.01 asks for a 100% total and permanent rating. An FDVA or county service officer can help with the VA claim side for free.,
