The Property Tax Relief Credit isn't a flat payment, and that matters when you're budgeting. The federally insured reverse mortgage, the Home Equity Conversion Mortgage (HECM), is for homeowners 62 and older who meet further requirements, needs no monthly mortgage payment, and is repaid when the borrower no longer lives in the home. If a HECM borrower is away for more than 12 consecutive months in a healthcare facility such as a nursing home or assisted living facility and no co-borrower lives in the home, anyone living with the borrower must move out unless they can pay back the loan or qualify as an Eligible Non-Borrowing Spouse. Gifts are where good intentions can cost months of coverage. Rhode Island Medicaid evaluates a five-year, 60-month look-back on asset transfers, and a transfer for less than fair market value inside that window carries a penalty period of Medicaid LTSS ineligibility. In assisted living the bill has two halves, the care and the rent, and Rhode Island's programs treat them differently. Long-Term Care Insurance
If someone in the family bought a long-term care policy years ago, find it now rather than during a crisis, and ask the insurer what triggers benefits. The federal tax rules help at the margin. For 2026, per-diem benefits from a tax-qualified long-term care policy are excluded from federal income up to the greater of $430 a day or the actual cost of qualified care less reimbursements.
