Ignoring a renewal notice can end your Wyoming Medicaid coverage even if you still qualify. Federal law (42 CFR 435.916) requires the Wyoming Department of Health to try to renew you automatically from data it already holds before it asks you for a single document, but once a packet does reach you, it has to come back on time. This guide walks through how Wyoming Medicaid recertification and renewal works, what to do when your renewal notice arrives, and the 90-day window to recover if you miss the deadline.
Renew online through the Wyoming Eligibility System (WES) · Long-Term Care Eligibility Unit: 1-855-203-2936
Recertification is the most consequential operational moment in a beneficiary's relationship with the Medicaid program. Eligibility is set once at initial application, but under 42 CFR 435.916 it is redetermined every 12 months, and a missed Wyoming Medicaid renewal can end coverage even for someone who still qualifies.U.S. Government Publishing Office. (2026). 42 CFR 435.916 — Periodic renewal of Medicaid eligibility (eCFR versioner API, title 42 issue date 2026-08-06). ecfr.gov. Retrieved Aug 9, 2026, from https://www.ecfr.gov/current/title-42/section-435.916 When a case closes for procedural reasons, the person usually remained eligible and simply did not return the paperwork in time, which is exactly the situation the 90-day reconsideration window below is built to fix.
Wyoming administers Medicaid through the Wyoming Department of Health, Division of Healthcare Financing, and processes eligibility through the Wyoming Eligibility System (WES). One feature shapes almost everything about renewal here: Wyoming delivers Medicaid predominantly fee-for-service, without comprehensive managed-care organizations, so there is no health plan holding a second copy of your address or running a separate renewal.U.S. Government Publishing Office. The Wyoming Medicaid renewal cycle
Under 42 CFR 435.916, the state must redetermine eligibility at least every 12 months. For beneficiaries whose eligibility is based on MAGI income, federal rules also cap renewals at once every 12 months. That cap does not cover people who qualify on the basis of age, blindness or disability, or a request for long-term care services: for them the 12-month rule is a floor, not a ceiling, and Wyoming may redetermine more often.U.S. Government Publishing Office. (2026). 42 CFR 435.916 — Periodic renewal of Medicaid eligibility (eCFR versioner API, title 42 issue date 2026-08-06). ecfr.gov. Retrieved Aug 9, 2026, from https://www.ecfr.gov/current/title-42/section-435.916 Your renewal month is set when you are first approved and stays the same calendar month every year. If Wyoming approved your coverage in October, your annual renewal recurs every October.
Renewals split into two procedural paths depending on your eligibility category:
- MAGI populations (children, pregnant women, parent and caretaker relatives) are renewed using Modified Adjusted Gross Income methodology. Income is verified through federal data sources including Social Security Administration records and Internal Revenue Service tax data.
- Non-MAGI populations (aged, blind, and disabled residents, nursing-facility and Community Choices Waiver participants, and Medicare Savings Program enrollees) are renewed under a framework that includes an asset test. Wyoming must still try an ex parte renewal for these beneficiaries, but because federal law requires every state to verify assets at renewal through an Asset Verification System, non-MAGI renewals clear automatically far less often and usually require bank statements, retirement-account statements, and a signed asset-verification authorization.Office of the Law Revision Counsel, U.S. House of Representatives. (n.d.). 42 U.S.C. 1396w - Asset verification through access to information held by financial institutions (uscode.house.gov, prelim/current edition). uscode.house.gov. Retrieved Aug 3, 2026, from https://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title42-section1396w&num=0&edition=prelim
Wyoming's long-term-care rules add a step no MAGI renewal has. Wyoming is an income-cap state: for nursing-facility and waiver coverage, monthly income must be at or below 300% of the SSI Federal Benefit Rate, which is $2,982 in 2026, and the state has no medically needy spend-down for long-term care.Centers for Medicare & Medicaid Services. (2026). CMS CMCS Informational Bulletin — Updated 2026 SSI and Spousal Impoverishment Standards (April 27, 2026). medicaid.gov. Retrieved Jul 30, 2026, from https://www.medicaid.gov/federal-policy-guidance/downloads/cib04272026.pdf A beneficiary over that cap qualifies only through a Miller Trust (Qualified Income Trust), and that trust has to remain funded and in place at each redetermination.
Ex parte Wyoming Medicaid renewal
The most important federal rule in modern Medicaid renewal is the ex parte default at 42 CFR 435.916(a)(2). Before the state asks you for any information, it must first redetermine your eligibility without requiring anything from you whenever it can do so from reliable data already in your account or otherwise available, including electronic data sources. Only when it cannot renew on that basis may it request information from you.U.S. Government Publishing Office. (2026). 42 CFR 435.916(a)(2) and (a)(3) — Periodic renewal of Medicaid eligibility, as revised by CMS-2454-IFC eff. 2026-07-31 (eCFR versioner API, title 42 issue date 2026-08-06). ecfr.gov. Retrieved Aug 9, 2026, from https://www.ecfr.gov/current/title-42/section-435.916
In Wyoming, an ex parte renewal pulls from Social Security Administration earnings, retirement, and disability records; Internal Revenue Service tax filings; and other state benefit records such as SNAP and TANF. If those sources confirm you remain within the income threshold for your category and that household composition has not changed, the renewal processes automatically and you receive a notice that coverage continues for another 12 months with no action required.
Ex parte works best for enrollees whose income sits cleanly in federal wage and benefit data, such as retirees and people on Social Security Disability Insurance. It fails most often when:
- Income is volatile or off the books (self-employment, ranch and seasonal work, and cash income do not appear in wage databases)
- The case has an asset test, because aged, blind, disabled, and long-term-care renewals require asset documentation that automated data rarely confirmsOffice of the Law Revision Counsel, U.S. House of Representatives. (n.d.). 42 U.S.C. 1396w - Asset verification through access to information held by financial institutions (uscode.house.gov, prelim/current edition). uscode.house.gov. Retrieved Aug 3, 2026, from https://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title42-section1396w&num=0&edition=prelim
- Household composition changed through a birth, a death, a marriage, or a divorce
- Reported income sits near the threshold, so small data discrepancies trigger a manual review
When ex parte fails, the state must send a renewal form with the information it already has and give you at least 30 days from the date of the form (42 CFR 435.916(a)(3)) to respond, supply anything missing, and sign it. That duty, and the 90-day reconsideration window below, cover eligibility based on modified adjusted gross income (MAGI). If you qualify through age, disability, long-term care, a Medicare Savings Program, or the medically needy pathway, Wyoming may offer the same windows but is not required to, so ask the Wyoming Department of Health.U.S. Government Publishing Office. (2026). 42 CFR 435.916(a)(3) and (b) — renewal form, 30-day response window, and the permissive adoption of (a)(3) for non-MAGI beneficiaries (eCFR versioner API, title 42 issue date 2026-08-06). ecfr.gov. The 90-day reconsideration window
If your coverage closed because you missed the renewal paperwork, you usually do not have to start over, and many families never learn that before they reapply from scratch.
Under 42 CFR 435.916(a)(3)(iii), if you lose Medicaid for failure to return the renewal form (a procedural termination, not an eligibility-based one), the state must reconsider your eligibility on the basis of the late-returned form if you submit it within 90 days of the termination, without requiring a new application. If the reconsideration finds you still eligible, your coverage is restored; whether that restoration reaches back to the termination date is state-dependent, and the rule does not itself promise it, so keep any bills from the interim. That duty is federal for MAGI-based coverage and a state option on the non-MAGI pathways above, so ask the Wyoming Department of Health what applies to you.U.S. Government Publishing Office. (2026). 42 CFR 435.916(a)(3)(iii) — 90-day reconsideration without a new application, and (b) making (a)(3) permissive for non-MAGI beneficiaries (eCFR versioner API, title 42 issue date 2026-08-06). ecfr.gov. Retrieved Aug 9, 2026, from https://www.ecfr.gov/current/title-42/section-435.916
Reconsideration is not the same as reapplying: it spares you the new application when the only problem was late paperwork, though a fresh application carries its own benefit, retroactive coverage for months before you applied.
Critical distinctions:
- Procedural termination. You did not respond, did not provide requested documentation, or missed the signature. The 90-day reconsideration applies.
- Eligibility-based termination. The state determined you no longer meet income, asset, residency, or categorical requirements. Reconsideration does not apply; you must file a new application or appeal.
- The 90-day clock starts on the termination date, not the date printed on the notice. Read your closure notice carefully.
To use the window, resubmit the renewal form through WES or contact the Long-Term Care Eligibility Unit at 1-855-203-2936 for a long-term-care case.Centers for Medicare & Medicaid Services. (2026). Children's 12-month continuous eligibility
Section 5112 of the Consolidated Appropriations Act, 2023 requires every state to give children under 19 enrolled in Medicaid or CHIP a full 12 months of continuous eligibility from the date of enrollment, effective January 1, 2024.Office of the Law Revision Counsel, U.S. House of Representatives. Retrieved Aug 3, 2026, from https://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title42-section1396a&num=0&edition=prelim Once a child is enrolled, coverage is locked in for 12 months regardless of changes in family income. If a parent loses Medicaid mid-year because household income rose, the children stay covered until the next annual renewal.
Limited exceptions allow mid-year termination: the child turns 19, moves out of Wyoming, dies, the family voluntarily disenrolls, or there is fraud. Report a rise in income accurately anyway: it protects you from later fraud allegations, and your children keep coverage regardless.
Pregnancy coverage has a parallel protection at the federal level. States hold a permanent option to extend Medicaid for a full 12 months after the end of pregnancy, created by the American Rescue Plan Act of 2021 and made permanent by the Consolidated Appropriations Act, 2023.Office of the Law Revision Counsel, U.S. House of Representatives. Long-term care and waiver renewals
If you receive Medicaid long-term care, whether in a nursing facility or through the Community Choices Waiver (CCW), your renewal has two independent parts, and both must stay current.
Financial redetermination

If the level-of-care finding changes, your long-term-care coverage can end even when your finances are unchanged, so treat the clinical reassessment as seriously as the paperwork.
If your renewal packet is returned
The federal rule that required Wyoming to search for a new address before acting on returned mail, 42 CFR 435.919, was removed effective July 31, 2026. Federal law now says only that the agency may act without advance notice when your whereabouts are unknown (42 CFR 431.213(d)), and that coverage must be reinstated if your whereabouts become known while you are still eligible (42 CFR 431.231(d)).U.S. Government Publishing Office. | Termination type | What it means | Reconsideration available? |
|---|---|---|
| Procedural | Failure to return the renewal form, missing signature, no documentation, or no response to a request for information | Yes; 90 days from the termination date (MAGI-based coverage; a state option otherwise) |
| Eligibility-based | The state found you no longer meet income, asset, residency, age, disability, or other categorical criteria | No; file a new application, or appeal if you disagree |
When a termination notice arrives, read the stated reason. A missing form or no response points to reconsideration; an income, asset, or categorical finding means your remedy is a new application, an appeal, or both.

What changes after 2026
Section 71107 of the 2025 federal budget-reconciliation law (Public Law 119-21) requires states to redetermine eligibility once every 6 months, rather than every 12 months, for the ACA expansion-adult population and waiver coverage equivalent to minimum essential coverage, for renewals scheduled on or after January 1, 2027. The same law also shortens retroactive eligibility for applications filed on or after January 1, 2027, to two months before the application month for most enrollees and one month for the expansion group, down from the long-standing three-month default.Office of the Law Revision Counsel, U.S. House of Representatives. Frequently Asked Questions
How often do I have to renew Wyoming Medicaid?
Once every 12 months for most beneficiaries. Your renewal month is tied to your initial approval date and stays the same each year. Does Wyoming Medicaid use health plans I also have to renew with?
