Your VA rating decides which Georgia disabled veteran benefits you get: a free veteran license needs no rating, 10% earns 10 job exam points instead of 5, and the free DV plate reaches below 100%.,, At the top of the ladder, a 100% permanent and total (P&T) rating adds a vehicle tax exemption, according to the Georgia Department of Veterans Service (GDVS), and the state park discount opens at any service-connected rating., The Georgia Department of Revenue (DOR) list for the disabled veteran (DV) plate runs down to veterans compensated at less than the 100% level and nonservice-connected disabled veterans. Since January 1, 2026, Georgia law allows DV plates on up to two vehicles.

A veteran who meets VA's individual unemployability (TDIU) thresholds and can't hold a steady job may be paid at the 100% rate, which GDVS lists as a route to the homestead property tax exemption., The federal benefits every state shares, and how Georgia compares with other states, are on our hub for state benefits by VA rating.

No Rating Needed: The Free Veteran Driver's License and ID

Georgia issues a free driver's license marked with the word VETERAN and a U.S. flag, and eligibility for the free veteran license does not depend on a VA disability rating. Under the Department of Driver Services rule, Ga. Comp. R. & Regs. 375-3-1-.16, the veteran must:

  • be a Georgia resident when applying,
  • have served in the active military, naval or air service and been discharged or released "under conditions other than dishonorable," and
  • meet every other requirement for a Georgia driver's license.

A National Guard or Reserve member with 20 years of creditable service also qualifies under the DDS rule, and anyone eligible for the free veteran license can get a Georgia ID card at no charge.

GDVS words the discharge test more narrowly: "Only veterans with an honorable discharge or a medical discharge are entitled to a free veteran driver's license." GDVS also says a current or former Guard member who served on active duty qualifies, and that activation for training purposes does not. If your discharge is general or otherwise not honorable, ask DDS which reading it applies before you go.

Any Service-Connected Rating: State Park Discounts

GDVS says Georgia veterans with a discharge under honorable conditions and any VA service-connected disability rating qualify for a 25% reduction of the entrance fee to state parks, historic sites and recreational areas. You bring a DD Form 214, verification of the service-connected disability and proof of residency to a GDVS field office, and if you're approved, GDVS mails a state park discount card.

The Georgia Department of Natural Resources (DNR) rule for state parks, Ga. Comp. R. & Regs. 391-5-1-.03, describes the discount as parking-pass prices instead. Georgia residents certified as disabled veterans by the commissioner of veterans service can buy a daily pass for $7.50 or an annual pass for $52.50 for their own vehicle. Under the same DNR rule, the standard Georgia state park parking pass costs $10.00 a day or $70.00 a year for a vehicle with a capacity of 12 or fewer passengers, including the driver.

The same DNR rule gives certified Georgia veterans and active-duty members the same $7.50 and $52.50 prices whether or not they have a rating, and certified veterans 62 or older can buy an annual pass for $26.25. So under the rule's price list, the rating itself doesn't lower the Georgia park pass price below what any certified veteran pays. Ask at a GDVS field office which discount your card carries.

Below 100% Too: The Free Georgia Disabled Veteran License Plate

DOR says a veteran is eligible for a free DV license plate if he or she is a Georgia resident, has qualifying service (current active duty or a discharge under honorable conditions), and is certified by VA or an authorized physician as disabled in at least one of these categories:

  • 100 percent totally and permanently disabled
  • 100 percent totally disabled, nonpermanent
  • loss or permanent loss of use of one or both feet, or of one or both hands
  • loss of sight in one or both eyes, or permanent impairment of both eyes
  • compensated at less than the 100 percent level, or nonservice-connected disabled

Georgia law covers both groups too. As amended by House Bill 208, O.C.G.A. 40-2-69 issues the plates to a totally disabled veteran, and 40-2-70 issues similar plates, without the regular license fee, to a disabled veteran who doesn't qualify as totally disabled. Your county tag office can tell you which category your paperwork fits.

Where you apply depends on who certifies the disability. DOR says applicants with an appropriate VA entitlement letter can apply directly at their county tag office, while applicants with a certified statement from an authorized physician should take it to a GDVS Veterans Field Service Office.

What the Georgia DV plate costs and covers:

  • Fees: GDVS says "There is no registration fee, manufacturing fee, or annual fee for this plate."
  • How many vehicles: up to two. DOR says a disabled veteran may get free DV plates for up to two motorcycles or passenger cars for personal use, registered in the veteran's name, and that no additional DV plates can be issued. House Bill 208 set that limit in O.C.G.A. 40-2-69 and 40-2-70, effective January 1, 2026. DOR's published plate rule, Ga. Comp. R. & Regs. 560-10-27-.01, still says "a single set," which doesn't reflect that change.
  • Vehicle use: the published rule also limits the plate to a private passenger vehicle the veteran owns or leases that isn't used for commercial purposes.

At 10%: Extra Points on State Job Exams

Under Rule 478-1-.18 of the Georgia State Personnel Board, a veteran who served on active duty during a time of armed conflict gets 5 points added to a passing score on any numerically scored written entrance exam for a State of Georgia job. A veteran who shows by official records a service-connected disability of at least 10%, as rated and certified by VA, gets 10 points in place of the 5.

The Georgia state-job preference has limits. The rule says "Preference does not apply in cases of promotion, demotion, or transfer to a different job." Where an agency doesn't use a scored exam, it must give "appropriate consideration" to preference-eligible veterans. The rule also says a general discharge doesn't disqualify a person from the preference.

Rated 30% to 90%? What Applies to You in Georgia

A veteran rated anywhere from 30% to 90% meets the rating test for the free veteran license (no rating needed), the park discount (any rating) and the 10-point state-job preference., The free DV plate is open at these tiers too: DOR's categories include veterans compensated at less than the 100% level, and a certified statement from an authorized physician, taken to a GDVS field office, works in place of a VA letter. Confirm your category with your county tag office.

The next threshold in this guide is 100%. A veteran in the 60% to 90% range who can't hold a steady job because of service-connected disabilities may reach it through TDIU, since VA's regular TDIU thresholds start at one disability rated 60%, or two or more with one at 40% and a combined 70%. TDIU pays at the 100% rate, which GDVS lists as a route to the homestead property tax exemption. It doesn't settle the vehicle tax exemption or the sportsman's license, as the TDIU section explains.

At these tiers, look to the federal side too: VA disability compensation itself, explained in our guide to VA disability compensation for older veterans, plus federal programs such as CHAMPVA and DEA that the state benefits by VA rating hub sorts by rating. If a condition has worsened since your last decision, asking VA for a higher rating is how you move up a tier.

At 100% Permanent and Total: Vehicle Tax and the Sportsman's License

"Permanent and total" is a VA finding about how long a total disability will last. Under 38 CFR 3.340, a total disability is permanent when the impairment is "reasonably certain to continue throughout the life of the disabled person." Two Georgia benefits name P&T, at least in GDVS's description.

The vehicle ad valorem and TAVT exemption

GDVS says Georgia exempts a qualifying disabled veteran from either the annual vehicle property tax or the title ad valorem tax (TAVT), whichever applies, on one vehicle the veteran owns. GDVS's test is a veteran verified by VA as 100% totally and permanently service-connected disabled, along with veterans rated unemployable who receive or are entitled to the same statutory awards for loss of use of feet or hands or loss of sight.

For TAVT on a vehicle purchase, the Department of Revenue rule, Ga. Comp. R. & Regs. 560-11-14-.12, has the veteran give the county tag agent three things: the commissioner's form attesting to exempt status, the purchase agreement or bill of sale, and documentation of disabled status the commissioner approves.

Two conditions differ by source:

  • Which plate: the TAVT rule grants the exemption provided the veteran has applied for or transferred a DV plate to the vehicle. GDVS says recent changes to state law let veterans choose any veteran license plate and still receive the exemption, and that veterans who qualify for the Purple Heart or Medal of Honor plates are also exempt.
  • A second vehicle: the TAVT rule allows no exemption on a later vehicle unless the first exempted vehicle is sold, traded or otherwise transferred.

The 3-year disability sportsman's license

GDVS says veterans with a permanent and total disability rating from VA (or another government agency), for a physical or mental impairment, can get a 3-year disability sportsman's hunting and fishing license "at a steep discount from regular license cost." The U.S. Army's myArmyBenefits Georgia page states the test for Georgia's 3-year disability sportsman's license as a 100% disability rating from VA. Ask for the current price when you apply.

How to apply also differs. GDVS says the disability license can't be obtained or renewed online, so you mail the application with supporting documents; the Army page says you can apply online or by mail. GDVS adds that an annual disability license needs fresh documents each year, while the 3-year license needs them once per term.

GDVS lists two related licenses: a discounted disability fishing license for veterans disabled by a mental impairment, and a free lifetime honorary fishing license for people who are totally blind.

Does TDIU Count as 100% for Georgia Disabled Veteran Benefits?

Individual Unemployability (TDIU) lets VA pay a veteran rated below 100% at the same level as a veteran rated 100%. VA says that for a veteran granted TDIU, the monthly payment changes but the disability rating stays the same. So whether TDIU counts as 100% in Georgia depends on how each rule is written.

  • Named outright: per GDVS, the homestead property tax exemption covers a veteran rated below 100% but paid at the 100% rate due to unemployability.
  • The DV plate: DOR's category list doesn't name TDIU, but it reaches below 100%, as the plate section shows.
  • Unclear: GDVS's vehicle tax sentence pairs "veterans rated unemployable" with the statutory awards for loss of limbs or sight, so it doesn't say whether TDIU alone qualifies. Ask your county tag office.
  • Not mentioned: the driver's license, park and state-job rules don't address TDIU, and they don't need to, because they turn on no rating, any rating or 10%. For the 3-year sportsman's license, neither GDVS nor the Army's myArmyBenefits page mentions TDIU, so ask before applying.,,

VA's regular TDIU thresholds, in 38 CFR 4.16(a), are one service-connected disability rated 60% or more, or two or more disabilities with one at 40% or more and a combined rating of 70% or more. Below those thresholds, 38 CFR 4.16(b) lets VA consider TDIU on an extra-schedular basis. Our TDIU guide covers how to claim it and how age and retirement affect it, and our guide to 100%, TDIU and P&T for property tax shows how states split on the question. The state benefits by VA rating hub compares other states' TDIU rules.

Where Georgia's Rules and GDVS Disagree

What to Bring to Each Georgia Office

VA's Benefit Summary Letter, which VA.gov says is sometimes called a VA award letter, is one of the VA letters you can download to prove your status for benefits that require such a letter. You can download it from VA.gov's letters page after signing in with an identity-verified account. If you're claiming a P&T or TDIU row, check that the letter shows that status, not just the percentage.

Each Georgia office then has its own list:

  • DV plate: an appropriate VA entitlement letter to your county tag office, or an authorized physician's certified statement to a GDVS field office.
  • County tag agent (TAVT): the commissioner's form, the bill of sale or purchase agreement, and approved documentation of disabled status.
  • GDVS field office (park card): DD Form 214, verification of the service-connected disability and proof of Georgia residency.
  • Sportsman's license: the mailed application and supporting documents, once per 3-year term.
  • State job applications: official records of a VA-rated and certified disability of at least 10%.

For Spouses, Children and Survivors

If you've lost the veteran in your family, or you're helping a veteran who can no longer drive, several Georgia rules still reach you directly:

  • Keeping the DV plate: the published rule says a surviving spouse or minor child may keep the DV plate after the veteran's death. GDVS lists unremarried surviving spouses and surviving minor children, and DOR says the surviving spouse stays eligible as long as he or she does not remarry.
  • Honorary driver's license for a surviving spouse: under the DDS rule, the unremarried surviving spouse of a veteran who would have been eligible can get an honorary license.
  • Honorary license when the veteran can't drive: the spouse of an eligible veteran who has become too disabled to drive safely can get an honorary license once the veteran surrenders the license (or notifies DDS) with a physician's letter evidencing the disability.
  • State jobs for a spouse: the spouse of a disabled veteran gets the 10 points if the spouse is qualified and the veteran is disqualified for the job because of the disability.
  • State jobs for a widow or widower: unmarried widows and widowers of veterans of any period of armed conflict also get 10 points.

Frequently Asked Questions

What does a 70% or 80% disabled veteran get in Georgia?

If you're asking on behalf of a parent or spouse, here is what that rating opens. A Georgia veteran rated 70% or 80% meets the rating test for the free veteran license, the park discount and the 10-point state-job preference, as long as each benefit's other conditions are met, as the 30% to 90% section explains. That veteran can also get the free DV plate, because DOR's categories include veterans compensated at less than the 100% level; a VA entitlement letter goes to the county tag office, or an authorized physician's certified statement to a GDVS field office. If VA pays that veteran at the 100% rate for unemployability (TDIU), GDVS lists that route for the homestead property tax exemption. GDVS doesn't say whether TDIU alone counts for the vehicle tax exemption or the 3-year sportsman's license, so ask before applying.,

What does a 100% disabled veteran get in Georgia?

A Georgia veteran rated 100% meets the rating test for the driver's license, park, state-job and DV plate rows in this guide, as long as each benefit's other conditions are met., Per GDVS, the vehicle tax exemption and the 3-year sportsman's license also need the rating to be permanent and total., The homestead property tax exemption is in our Georgia property tax guide.

Do I have to live in Georgia to get these benefits?

Georgia residency is part of the test for most benefits in this guide. The free veteran license requires Georgia residency at the time of application, DOR requires Georgia residency for the DV plate, the park prices apply to Georgia residents, and GDVS describes the disability hunting and fishing licenses as available to Georgia residents.,,,

Does Georgia tax VA disability pay or military retirement?

This guide doesn't cover Georgia income tax. Our guide to how Georgia taxes retirement income covers Georgia's rules, and our state-by-state retirement income tax guide compares other states.
