Oklahoma SHIP, the state's free Medicare counseling program, runs through the Oklahoma Medicare Assistance Program (MAP), and you reach it at 1-800-763-2828. Medicare.gov describes SHIPs as state programs that get federal money to give free local health insurance counseling, and says they are not connected to any insurance company or health plan., Calling for a parent? Oklahoma SHIP's help is for Medicare beneficiaries, their families, and caregivers.

Oklahoma SHIP Runs Through the Insurance Department's Medicare Assistance Program

Oklahoma's share of the national State Health Insurance Assistance Program (SHIP) goes by a slightly different name: the State Health Insurance Counseling Program. The Oklahoma Insurance Department (OID) runs it as one of three Administration for Community Living (ACL) grant programs inside its Medicare Assistance Program (MAP).

The other two MAP grants are the Senior Medicare Patrol (SMP), which deals with Medicare fraud, and MIPPA (Medicare Improvements for Patients and Providers)., That's why Oklahomans call one MAP office for plan questions and fraud questions alike.

OID describes Oklahoma SHIP's work as accurate and objective counseling, assistance, and advocacy, and says its SHIP team members are highly trained and certified. According to OID's SHIP page, Oklahoma SHIP recruits and trains both volunteer and in-kind team members to provide its services.

Medicare Mondays and Health Fairs: Oklahoma SHIP Off the Phone

MAP runs Medicare Mondays, which OID bills as a free and informative webinar series. Every session on the 2026 Medicare Mondays schedule starts at 10 a.m., and the last three sessions of the year are:

  • October 5: Medicare Advantage Plans
  • November 2: Preparing for Future Healthcare Needs
  • December 7: Medicare Changes for 2027

Registration links sit on the MAP page. If a date has passed, that page is where OID posts its schedule.

Oklahoma SHIP also shows up in person. OID lists presentations, enrollment events, health fairs, senior fairs and other community events among Oklahoma SHIP's outreach, covering Medicare benefits, coverage rules, written notices and forms, and appeal rights and procedures. A notice you don't understand is a fair thing to bring.

What an Oklahoma SHIP Counselor Can Help With

OID says Oklahoma SHIP team members are trained and certified to help people get coverage through options such as:

  • Original Medicare (Parts A and B)
  • Medicare Advantage (Part C)
  • Medicare prescription drug coverage (Part D)
  • Medicare Supplement (Medigap) policies

Oklahoma SHIP also helps people with limited income apply for Medicaid, the Medicare Savings Programs, and Extra Help with drug costs.

Denials count too. Medicare's own appeals guide tells people with Medicare to call their SHIP for free counseling, including help with appeals. A claim Medicare won't pay is a reason to call MAP, not just a plan choice. Our guide to Medicare appeals covers the levels.

Two Oklahoma Decisions Worth a Call to the Medicare Assistance Program

Fall Medicare Open Enrollment runs October 15 through December 7 each year, and plan changes made then take effect January 1. Beyond that, two Oklahoma rules make a call to MAP pay off: the state's Medigap birthday window and SoonerCare Supplemental.

Your Medigap Birthday Window

Oklahoma's Medigap birthday rule requires insurers to offer current Medigap policyholders at least a 60-day open enrollment window that starts on their birthday each year. During that window, an Oklahoma policyholder with no gap in Medigap coverage longer than 90 days can switch to a policy with the same or lesser benefits without medical underwriting.

The window has limits. Oklahoma's Medigap birthday rule doesn't cap the premium, and OID says the rule doesn't apply to employer-sponsored group Medicare Supplement plans or to someone on a Medicare Advantage plan. A MAP counselor can go through Medigap options with you before your birthday comes. The full rule is in our Oklahoma Medigap birthday rule guide.

SoonerCare Supplemental: Help Paying Medicare Costs

Oklahoma runs the Medicare Savings Programs as SoonerCare Supplemental, an Oklahoma Health Care Authority (OHCA) program, and Oklahoma Human Services (OKDHS) decides eligibility and takes the applications.

In 2026, Oklahoma's Qualified Medicare Beneficiary (QMB) program has a countable monthly income limit of $1,350 for one person and $1,824 for a couple, and a countable resource limit of $9,950 for one person and $14,910 for a couple. Oklahoma QMB can help pay Part A and Part B premiums, deductibles and coinsurance.

Not everything you own counts. OKDHS says some things you own, such as your home and furnishings and your car, don't count toward the SoonerCare Supplemental resource limit. You apply for SoonerCare Supplemental through a local OKDHS Human Services Center, and OKDHS says a notice telling you whether your application was approved arrives by mail within 30 to 60 days. Oklahoma SHIP can help with the application. The other income tiers are in our Oklahoma Medicare Savings Programs guide.

Trouble With a Medicare Advantage Plan in Oklahoma

Start with the plan. For a plan-specific problem, the Centers for Medicare & Medicaid Services (CMS) tells people to call the plan first, using the number on the member ID card.

If that goes nowhere, OID has a page for Medicare Advantage concerns. It says Medicare Advantage is regulated by CMS, not by the Oklahoma Insurance Department, and that OID can help you file your concern or complaint with CMS. OID's online Medicare Advantage concerns form asks for:

  • The name of your Medicare Advantage plan
  • The plan's ID number
  • Whether you've already contacted the plan about the issue
  • The details of your complaint

If the plan denied a service or a payment, that's also an appeal. Our guide to Medicare Advantage denials walks through it.

Does Anyone at Oklahoma SHIP Profit From Your Plan Choice?

Federal law requires every state's SHIP grant plan to provide assurances that staff members, including volunteer staff members, have no conflict of interest in providing the counseling. ACL's conflict-of-interest policy for SHIP volunteers names one example of a person with an inherent conflict: anyone who receives compensation for enrolling beneficiaries in a specific insurance plan or plans.

That federal requirement is part of the grant Oklahoma SHIP runs on, and it covers the program's volunteers as well as its staff., If you'd rather work with a licensed broker, our comparison of SHIP and a Medicare broker lays out the trade-offs.

Frequently Asked Questions

Is Oklahoma SHIP only for people 65 and older?

No. OID's SHIP page says Oklahoma SHIP services support Medicare beneficiaries under age 65 with disabilities, people with limited incomes, and people who are dually eligible for Medicare and Medicaid. Some people under 65 can get Medicare because of a disability, End-Stage Renal Disease or ALS.

I got a strange call, or a bill for care I never received. Who handles that?

Oklahoma's Senior Medicare Patrol, the fraud grant inside MAP. OID says SMP's community programs and materials cover topics such as how to read a Medicare Summary Notice, including how to detect and report discrepancies, and that SMP volunteers counsel people who think they may have been a victim of Medicare fraud. Medicare.gov says Medicare will never call you uninvited to ask for personal or private information; if someone calls asking for your information or money, hang up and call 1-800-MEDICARE. See how to read your Medicare Summary Notice.

Will an Oklahoma SHIP counselor sign me up for a plan?

Ask MAP when you call. Nationally, the Medicare Payment Advisory Commission (MedPAC) reported in June 2026 that some SHIP grantees help enroll beneficiaries in Medicare plans, so practice differs by state. OID lists enrollment events among Oklahoma SHIP's outreach activities. MedPAC also reported that SHIP counselors face capacity constraints as call volumes have risen, so don't wait until the week of December 7.

Can my church or senior center get a Medicare talk from MAP?

You can ask. OID's MAP page has a speaker request form for a group or organization: you give an event date and time and pick a topic, from General Education on Medicare, Medicare Advantage Plans, Medicare Supplements, Medicare Fraud, Extra Help and Preventive Services to Others.

Can Oklahoma SHIP help with long-term care insurance questions?

Yes, as information. Federal law requires a state's SHIP program to provide information regarding long-term care insurance, and the Congressional Research Service says SHIPs also assist with long-term care insurance. For how these policies work, see our guide to long-term care insurance.
