A relative can be hired and paid through Wyoming's Community Choices Waiver (CCW) for help at home such as personal support, respite and homemaker services. The CCW fee schedule effective July 1, 2026 lists participant-directed personal support at $3.80 per 15 minutes. That is a program rate, and the employer sets your wage within its limits. The waiver names two roles that rule out Wyoming Community Choices Waiver family caregiver pay for a relative: being your parent's legal guardian, or signing on as their employer of record.

Which Family Caregivers Can Be Paid Through Wyoming's Community Choices Waiver?

The Community Choices Waiver (CCW) is Wyoming Medicaid's 1915(c) waiver for adults 65 and older and adults 19 to 64 with a disability. Under the CCW renewal that took effect July 1, 2026, a relative or spouse may be paid for personal support, adult day services, respite, homemaker, companion services and non-medical transportation, if the care is participant-directed and the relative meets the waiver's provider qualifications. Your parent must also be evaluated by a trained public health nurse with the Long-Term Care 101 (LT-101) tool, and the Department must determine they need nursing facility level of care.

Under the Wyoming CCW, a relative who is the participant's legal guardian or employer of record can't be paid for their care. If you already hold guardianship, call the HCBS Section to talk through your family's options before anyone is hired. Settle it before you cut back hours at a job you may still need. Spouses face extra tests; live-in and agency-hired relatives are covered in Wyoming caregiver programs.

Who Is the Employer, If Not You?

Under participant direction, the participant acts as the Participant-Direction Employer, hiring, training, scheduling and supervising workers, or chooses another person for that role; the case manager documents the choice to self-direct in the plan of care.

Wyoming's Chapter 34 rule says the employer of record "cannot be reimbursed to provide CCW services to the participant." So don't sign the employer forms yourself: your parent, or another person your parent chooses for that role, is the employer while you stay the worker.

What Is Family Caregiver Pay Under Wyoming's Community Choices Waiver?

The Wyoming CCW fee schedule effective July 1, 2026 lists participant-directed Personal Support Services at $3.80 per 15-minute unit and agency-based at $8.91. These are program rates, not an hourly wage: the employer, working with the case manager, sets wages "within the limits established by the State fee schedule," so ask what you'll earn an hour before you budget.

For comparison, the Bureau of Labor Statistics put Wyoming's estimated median home health and personal care aide wage at $15.96 an hour as of May 2025, not a CCW rate.

Pay runs through ACES$, the Department's contracted Financial Management Services vendor, which processes timesheets and payroll, handles tax withholding and employer filings, and blocks shifts over the prior-authorized budget.

Which Services, and How Many Hours?

Funded hours come from the participant's prior-authorized plan of care, not from you, within each service's limit.,

Service Limit
Any participant-directed job No more than 40 hours a week per employer
Personal Support Services Not for companionship, recreation, diversion, or sleeping hours
Companion Services No more than 9 hours a day
Homemaker 3 hours a week per household (624 units a plan year)
Non-Medical Transportation 4.5 hours a month
Respite The prorated equivalent of 30 days a plan year

Two parents on the waiver in one home share the homemaker cap, and participant-directed services bill in 15-minute units, so accurate clock-ins matter.

What Has to Happen Before Your First Paycheck

Screening. Chapter 34, Section 10 of the Wyoming Medicaid rules requires every participant-directed employee to clear four checks before unsupervised care: the federal exclusion list, the Wyoming Department of Family Services Central Registry (substantiated abuse or neglect), a national criminal history check, and the Department of Justice National Sex Offender Public Website. The four checks run at ACES$ enrollment and every five years after, and failing any one disqualifies you.

Electronic Visit Verification. EVV is required for all participant-directed CCW services. After each shift, you and the employer both attest that the logged hours are accurate; undocumented or unverified shifts aren't paid until you both fix them. See EVV for family caregivers.

How to Get Hired, Step by Step

1
Step 1

Call the HCBS Section

at 1-800-510-0280 and ask for the CCW with participant direction.

2
Step 2

Ask about financial eligibility

at the Long-Term Care Eligibility Unit, 1-855-203-2936; the application itself is in how to apply for Wyoming Medicaid.

3
Step 3

Choose an employer who isn't you

Ask the case manager how long the rest usually takes.

4
Step 4

Enroll with ACES$ and clear the four screenings

The case manager refers you to ACES$, and the employer starts the screenings from the ACES$ enrollment packet. ACES$ takes questions at (844) 500-3815 or supportWY@mycil.org.

5
Step 5

Agree on your wage and hours with the employer

, who sets them with the case manager, then clock every shift through EVV., The employer also sends ACES$ a wage form for each service so it shows up in your EVV app; updating the plan of care alone doesn't notify ACES$.

Is CCW Pay Taxable?

Under IRS Notice 2014-7, 1915(c) waiver pay can be excluded from federal gross income when the care happens in the home you share with the person, not when you keep a separate home. More in whether waiver payments are taxable and who sends your W-2 or 1099.

Frequently Asked Questions

Is there a waiting list for the Community Choices Waiver?

Not as of August 31, 2026, when Wyoming's HCBS waiver summary report showed no CCW wait list; the approved waiver caps first-year enrollment at 2,891 participants.

I have power of attorney for my mother. Does that stop me being paid?

The waiver bars a relative who is the legal guardian or employer of record, and it adds a financial-authority test for a spouse who is hired. Before you're hired, ask the HCBS Section whether your power of attorney affects your eligibility.

If I'm paid through the CCW, can I also get a Wyoming respite voucher?

No. Wyoming's Respite Voucher Program, part of the National Family Caregiver Support Program, excludes a caregiver being paid to care for the person and names the CCW as an example. Where vouchers are offered: respite care in Wyoming.

How often will the case manager check in?

Wyoming CCW case managers must make a face-to-face visit at the participant's home every month.
